While incarcerated at Massachusetts Correctional Institution, Gardner, in May, 1988, petitioner, David Francis Gay, received formal notification that two detainers1 had been filed against him by the State of California.2 The *472detainers alleged that Gay had committed burglary and a parole violation in California.
