P. De Ronde & Co., Inc., the plaintiff, having sustained in a certain transaction, involving sugar, losses for which it believed the United States to be morally, though not legally, responsible, obtained in January, 1923, for its relief, the adoption by Congress of a joint resolution whereby the President was “authorized to require” the United States Sugar Equalization Board,- Incorporated, the .defendant, to liquidate and adjust the entire transaction, paying to the plaintiff such sum as might be found by the defendant to' represent the actual loss sustained by the…
