CASSIBRY, District Judge:

The National Electrical Industry Fund (the Fund) is a trust created pursuant to a national agreement between the National Electric Contractors Association (NECA), an employers trade association, and the International Brotherhood of Electrical Workers (IBEW). That agreement also provides for the revision or amendment of all local labor agreements between NECA and IBEW affiliates to require monthly payments to the Fund by all NECA members, beginning on July 1,1977.
