I. Introduction

Pro se Plaintiff Earl Forsythe (“Forsythe”) brings this employment discrimination action against the New York City Department of Citywide Administrative Services (“DCAS”). Forsythe alleges that DCAS and its employees discriminated against him on the basis of his race, in violation of Title VII of the Civil Rights Act of 1964 (“Title VII”), while he was employed by Tristar Patrol Services (“Tristar”) as a security guard at various properties owned by the City of New York (“City”).
