FLAUM, Chief Judge.

Plaintiff-Appellant Liduina Estremera (“Estremera”) owned a grocery store in Milwaukee. One of the clerks in her store violated Food Stamp Program regulations by selling ineligible items to customers. The Department of Agriculture, Food and Nutrition Services (“FNS” or “Agency”) permanently disqualified Estremera’s store from participating in the Food Stamp Program. Soon after, Estremera sold the store to Sousa Investment, LLC (“Sousa Investment”). At this time, FNS assessed a $66,000 civil monetary penalty against Estremera, pursuant to 7 C.F.R. § 278.6(f)(2).
