MEMORANDUM OPINION

KOLLAR-KOTELLY, District Judge.

This case, brought pursuant to the Federal Tort Claims Act, 28 U.S.C. § 1346(b), arose from a series of allegedly negligent medical decisions that ultimately led to the death of Plaintiff Allyn Raflo. Pending before the Court are Defendant United States’ Motion to Apply Virginia Law.
