Before this Court is plaintiffs’ Motion to Settle the Record. Plaintiffs request this Court direct the Department of Commerce (“Department” or “Commerce”) to restore to the administrative record plaintiffs’ submissions of November 17, 1995, which consist of certain formulae and data related to the adjustment of the surrogate manganese ore chosen by Commerce for direct process chemical usage.
