This is a petition for certiorari to review a decree of a justice of the Family Court, finding Dr. Joseph Bevilacqua, the Director of the Rhode Island Department of Mental Health, Retardation and Hospitals (director), in contempt of that court for failure to place John Doe, 1 a juvenile, in a particular psychiatric facility, namely, the Elmcrest psychiatric Institute located in Portland, Connecticut, at an approximate cost of $65,000 per year.
