Government Employees Insurance Company (GEICO) seeks a declaration that it need not defend or indemnify Melissa Delmar in a state tort suit under the automotive insurance policy it issued to Marguerite Delmar, who is the named insured and Melissa’s mother. The uncontested facts are as follows. In early 1985, Gerard Palmer gave his daughter Mary Palmer blanket permission to use the family car, an Oldsmobile station wagon.
