McCALEB, Justice.

The Legislature of 1940, by Act 13 thereof, created a commission known as the “Crime Commission” to investigate all of the governmental departments, commissions, boards and subdivisions of the State of Louisiana. According to the preamble to the act, this Commission was appointed to investigate astounding and widespread corruption in the administration of the governmental affairs of the State which had resulted in serious loss and shocked the moral conscience of the people, and the Legislature felt that it was necessary that it be informed as to all of the facts in order for…
