(dissenting). This case involves three questions, neither of which is specifically answered by any prior decision of this court. At least one phase of this case is very important to the taxp'aying public of the state. This is the portion of the opinion which holds that taxes levied for and pledged to the payment of general fund obligations are, if collected after general fund obligations have been merged in judgment, but before sinking fund levies have been made for the p'ayment of such judgment, released and become available for expenditure in subsequent years.
