The Office of Administration (OA) and Pennsylvania State Police (PSP) (collectively, Petitioners), petition this Court for review of an order of the State Employees’ Retirement Board (the Board). The Board’s order granted the request of Bruce Edwards, Joseph Sarkis, and Joseph Kovel (collectively, Claimants) and the Pennsylvania State Troopers Association (PSTA) that the State Employee Retirement System .
