John M. Clark and other dealers in new and used automobiles, hereafter referred-to as plaintiffs, brought this action against the City of Dallas, a municipal corporation, its Chief of Police and others, hereafter referred to as defendants, seeking declaratory and injunctive relief from the threatened enforcement of an extensive ordinance purporting to have been passed by the City of Dallas for the purpose of regulating used car dealers.
