BYRNES, Judge.
The Board of Liquor License Commissioners for Baltimore County (“the Board”) denied an application by Lee S. and Hea S. Kwon and Yorktowne Liquors, Inc., appellees, to transfer a Class A (Beer, Wine, Liquor) off-sale alcoholic beverages license to a new location. The Circuit Court for Baltimore County reversed that decision. The Baltimore County Li censed Beverage Association, Inc. (“BCLBA”) appealed, presenting the following questions for review, which we have rephrased and renumbered:
