FABE, Justice.

I. INTRODUCTION

This appeal arises out of a dispute over the interstate enforcement of a child support order. Arizona denied registration and enforcement of a 1993 Alaska child support order, holding that the father, Ralph Bartlett, was not properly served and hence Alaska lacked personal jurisdiction. Based on this judgment and a petition by Alaska’s Child Support Enforcement Division (CSED), the Alaska superior court vacated the 1993 order, apparently giving the Arizona court’s order preclusive effect.
