Appellant was tried at the Naval Legal Service Office, Norfolk, Virginia, by a general court-martial composed of a military judge sitting alone. Pursuant to his pleas, he was found guilty of premeditated murder, in violation of Article 118, Uniform Code of Military Justice, 10 USC § 918. On August 30, 1994, appellant was sentenced to a dismissal, confinement for life, total forfeitures, a fine of $100,000, and an additional 2 years’ confinement if the fine was not paid.
