MEMORANDUM OPINION

I. INTRODUCTION

Plaintiff David J. White- (“plaintiff’) brought this action alleging violations of his constitutional rights pursuant to 42 U.S.C. § 1983, and raising supplemental state claims arising from investigations by the Delaware Department of Justice (“DOJ”) and the Delaware Department of Correction (“DOC”) into suspicions that plaintiff possessed child pornography. (D.I. I, ex. 1) Plaintiff filed his complaint in the Delaware Superior Court on October 9, 2014. (Id.) Defendants removed the action to this court on November 18, 2014. (D.L 1)…
