WALLACE, Circuit Judge:

Smith, a federal prisoner, appeals from the district court’s dismissal of his petition for a writ of habeas corpus which he filed pursuant to 28 U.S.C. § 2241. Smith seeks to have this court credit his federal sentence for time that he served in state custody as a result of (1) the federal authorities’ alleged administrative error in failing to take him into federal custody, and (2) his financial inability to post bail in the state court.
