Neale E. Smith appeals pro se from the district court’s order dismissing his civil rights complaint against the U.S. Department of Education, the Secretary of the Department of Education, the Arizona Board of Regents, the University of Arizona, and several individuals, alleging, inter alia, a claim under the Age Discrimination Act (“ADA”) in connection with the denial of his application for admission to graduate programs at the University of Arizona in 1998, 1999, and 2001.
