Plaintiffs attempted to challenge annexation Ordinance 4321 via a complaint for declaratory judgment based upon alleged violations of the Open Meetings Act. Summary judgment was granted to the City of Memphis, but this Court reversed the grant and remanded for further proceedings. On remand, a trial was held and judgment entered in favor of the City.
