The New York City Campaign Finance Act (Administrative Code of City of NY § 3-701 et seq. [the Act]) provides public matching funds to candidates running for nomination or election to the office of mayor, comptroller, public advocate, borough president or member of the City Council, and is administered by plaintiff New York City Campaign Finance Board, an independent, nonpartisan agency.
