ALARCON, Circuit Judge.
Appellants have appealed from the judgment of the trial court denying injunctive and declaratory relief in connection with the construction of a segment of interstate highway 1-82.

PRELIMINARY FACTS
Interstate Highway 1-82 was authorized by Congress primarily to connect interstate *814highway 1-90 which runs from Seattle, Washington to Boston, Massachusetts, and interstate highway I-80N, which runs from Portland, Oregon to Salt Lake City, Utah. The portion of 1-82 between Ellensburg, and Yakima, Washington is now complete and is not an issue on this appeal. Appellants…
