Adult and Family Services Division (AFSD) closed petitioner’s Aid to Dependent Children (ADC) grant for him and three of his minor children, because he and a woman, who was also receiving ADC benefits for herself and her child, were living together as “husband and wife.” AFSD combined the two “assistance units” into one, thereby reducing the amount of aid available to each beneficiary.1 Petitioner contested the cancellation of his grant, ORS 418.125, but the referee approved it.
