¶1 The Washington State Department of Transportation (WSDOT) and the Central Puget Sound Regional Transit Authority (Sound Transit) entered into an agreement that would lease a portion of Interstate 90 (1-90) to Sound Transit for light rail. As consideration, Sound Transit agreed to pay an amount equal to the State’s contribution to construct the center lanes and the value of a 40 year lease.
