MEMORANDUM OPINION

Plaintiff Mary Jane Owen filed a Complaint alleging that the defendant United States of America is liable for damages under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 1346(b), 2671, et seq., because the plaintiff was injured using a wheelchair lift negligently maintained and operated by an unknown employee of the John F.
