Plaintiff Domenic Vinci, a public employee, brings this action against Ronald Quagliani, Lisa Whitney Yarbor, Thomas Gallagher, Alexander Botte,1 Grace Hendricks, and Richard K. Smith (“Defendants”) in their individual capacities.
