This matter arose out of a construction project at the University of Minnesota. It involved the addition of two floors and a penthouse to the V. F. W. Cancer Research Center.
The Regents of the University of Minnesota (University) let four contracts with prime contractors for the purpose of general construction and for elevator, mechanical, and electrical installations.
