WELBORN, Commissioner.

Appeal by insurer from adverse judgment in garnishment proceeding by plaintiffs who had judgment in action against insured.

In 1965, the City of Independence, which operates an electric power transmission and distribution system, contracted with Evans Electrical Construction Company for the furnishing by Evans of workmen to perform work under direction of the City Electrical Utility Director in the maintenance and operation of the city-owned power system.
