I. Background

On January 31, 2005, Plaintiff Candidates William M. Hoblock and Lee R. Carman (hereafter “Candidates”) filed a Motion to Intervene in the above-captioned matter, pursuant to Federal Rule of Civil Procedure 24. Motion to Intervene (Dkt. No. 21).
