JOHN, Judge.

Plaintiffs appeal the trial court’s grant' of summary judgment in favor of defendant Alexander County Board of Education (the Board). We reverse the order of the trial court.

Pertinent facts and procedural information include the following: The Alexander County School System (the System) was one of sixteen public school systems selected in 1985 by the General Assembly to participate in the Career Development Pilot Program (CDPP).
