Plaintiff Rechany is a merchant mariner and formerly senior assistant purser, tourist class, aboard the S.S. Independence owned and operated by the American Export Lines. He brings this suit pursuant to § 10 of the Administrative Procedure Act, 5 U.S.C. § 1009, to review the action of an administrative agency- — the Commandant of the Coast Guard — in suspending his merchant mariner’s documents. 1
