Pursuant to Laws of 1997 (ch 16, § 2), defendant State *128Legislature amended Public Authorities Law article 8 and added a new title 33, entitled the New York City Transitional Finance Authority Act ([hereinafter the Act] see, Public Authorities Law § 2799-aa).
