Officer Wesley Cagle, appellant, was one of four officers to respond to a silent alarm triggered at a convenience store in Baltimore City. Two of the officers discharged their service weapons upon making contact with the suspect, who had appeared to be reaching for a knife or a gun. Ten to twenty seconds after the last shot was fired, the suspect indicated that appellant approached, called him a "piece of sh*t," and then fired one round in his groin.
