This is an appeal brought by Plaintiffs-Appellants, Robert Mc-Glone, Marie Tseu, Milton Manhoff, Murray Hixson, Helen Cole and Edward Arrigoni (hereinafter Appellants), from an order by the Circuit Court of the First Circuit denying Appellants’ request for permanent injunction.

Appellants, a group of persons interested in the preservation of the environment at Paiko Lagoon, Kuliouou, Oahu, brought suit to enjoin Defendants-Appellees, the Department of Land and Natural Resources and the six individual members of the Board of Land and Natural Resources…
