This suit arises out of a coordinated effort among the parties and others to secure a government contract for engineering services relating to the development of a traffic management system in the Kansas City area. Plaintiffs, a minority business -enterprise and its owner, allege that defendant refused to allow plaintiffs to participate meaningfully in the project after securing the contract.
