KANNE, Circuit Judge.

Larry Emerson, an employee of the United States Postal Service, set up a scheme for hiring contractors to perform work (some real and some phony) on post offices across central Illinois in exchange for kickbacks of money, vehicles, services, and real estate. This plan worked well for awhile, enabling Emerson to swindle more than a quarter of a million dollars from the Postal Service.
