MEMORANDUM AND ORDER
ELMO B. HUNTER, District Judge.
Plaintiffs seek to represent a class of recipients of Aid to Families with Dependent Children (AFDC) whose AFDC and/or Medicaid benefits are being discontinued, terminated, suspended or reduced without adequate notice as required by federal regulation and the due process clause of the Fourteenth Amendment. Defendant Walsh, Director of the Department of Social Services of the State of Missouri, is responsible for the general administration and enforcement of the laws concerning the social welfare of the people of Missouri.
