MEMORANDUM DECISION AND ORDER

COGAN, District Judge.

Noel Rainford, pro se, moves to vacate, set aside, or correct his sentence pursuant to 28 U.S.C. § 2255, arguing that he received ineffective assistance of counsel be cause: (1) trial counsel failed to file a notice of appeal as instructed; (2) trial counsel prevented Rainford from testifying on his own behalf; and (3) trial counsel failed to investigate certain matters which could have led to impeachment of the government’s witnesses or additional evidence in Rainford’s favor.
