OPINION

GARCIA, Judge.

We granted the American Federation of State, County, and Municipal Employees’ (AFSCME) petition for writ of certiorari. AFSCME seeks review of a district court order that affirmed in part and reversed in part the administrative decision made by the Public Employee Labor Relations Board (the PELRB). The district court determined that the PELRB properly dismissed AFSCME’s prohibited practice complaints against the City of Albuquerque (the City) because the PELRB did not have jurisdiction to hear those complaints.
