On October 9, 1924, the mayor of the City of Pittsburgh approved an ordinance, adopted by the council of that municipality, which authorized and directed an increase of the then existing councilmanic bonded debt,— indebtedness created by vote of council, without the assent of the electors,- — in the sum of $1,200,000, by the issue of bonds designated as “Street Improvement Bonds 1924,” the money to be used, as set forth in detail in the ordinance, for various street improvements within the limits of the city.
