Industrial Cogenerators (IC), an ad hoe group of industrial firms engaged in the co-generation of electric power in the State of Florida, petitions for review of an order of the Federal Energy Regulatory Commission vacating an earlier declaratory order in which the agency had interpreted certain of its own regulations implementing § 210(a) of the Public Utility Regulatory Policies Act of 1978 (PURPA). 16 U.S.C. § 824a-3(a).
