Plaintiffs are tenants in federally assisted public housing projects for low income tenants, owned and operated by defendant Housing Authority of the City of Oakland (hereinafter “OHA”), 1 a public housing authority operating under the United States Housing Act of 1937 (hereinafter "the Act”). 42 U.S.C. §§ 1437, et seq.
