This is a Government appeal from the judgment of Division Two of the United States Customs Court sitting in reappraisement.

The merchandise consists of carbon blocks made of carbon, carbon .and graphite, or carbon, graphite, and copper, imported in block form in sizes varying from that of a domino to that of a common brick, said blocks being used for the purpose of manufacture into what is known as carbon brushes for use in electrical machinery.
