This appeal proceeds from an order of court awarding a writ of mandamus requiring the presentation of a public policy proposition to the electorate of the city of Palos Hills. A series of objections and hearings intervened and the proposition election still had not been set as of December 1, 1980, the effective date of the new Election Consolidation Act of Illinois (Ill.
