This is an appeal from an order of the State Corporation Commission denying the application of' Savage Truck Line, Incorporated, for refund of gross receipts road taxes amounting to $1,919.14, alleged to have been erroneously imposed for the period from January 1,1949, to September 30, 1950, pursuant to Code, § 58-638. The facts - are not in dispute and a decision of the matter turns upon the proper interpretation of this and the related section which are printed in the margin.
