Plaintiffs filed this civil rights action, 42 U.S.C. § 1983, seeking a declaration that the Vehicles for Hire Ordinance (the Ordinance) adopted by the City of Atlanta, Georgia (City), violates federal and state law. By order dated July 24, 1981, this court denied the plaintiffs’ application for preliminary injunctive relief. The court also ruled that the Ordinance does not violate the uniformity provision of the Constitution of the State of Georgia in an order dated August 28, 1981.
