Plaintiff Jack Bona (Bona) was incarcerated on a writ of capias ad satisfaciendum (the writ) for failing to disclose his assets after a money judgment was entered against him. He was housed at the Atlantic County jail with the general prison population, assaulted by another inmate and sustained injuries.
