OPINION ON CROSS-MOTIONS FOR SUMMARY JUDGMENT
WHITE, Senior Judge.
Dominic M. Crispino, Jr., the plaintiff in this military pay case, is an enlisted member of the United States Navy. Before October 1977, he was a petty officer second class (pay grade E-5). In October 1977, the Navy, pursuant to the recommendation of a Petty Officer Quality Control Review Board (“the Review Board”), reduced the plaintiff in rate to a petty officer third class (pay grade E-4). The reduction was based on *308adverse evaluations of the plaintiffs performance.
