Plaintiff, Bernard R. Lee, is an applicant for disability insurance benefits under Sec tions 216(i) and 223, respectively, of Title II of the Social Security Act as amended (42 U.S.C. §§ 416(i) and 423). Plaintiff filed his application for Title II disability benefits on May 12, 1981, alleging that he became disabled on April 13,1980. The Secretary denied his application.
