MEMORANDUM AND ORDER

NEALON, Chief Judge.

I. INTRODUCTION

This litigation concerns the scope of a federal prisoner’s right to procedural due process. William O’Callaghan, a former inmate at Allenwood Federal Penitentiary, initiated this suit for injunctive and monetary relief. Subject matter jurisdiction presumably rests on 28 U.S.C. § 1331 and the Due Process Clause of the Fifth Amendment. Davis v. Passman, 442 U.S. 228, 245-48, 99 S.Ct. 2264, 2276-78, 60 L.Ed.2d 846 (1979).
